"Bishkek budget loses about 100,000 soms daily, while we think over the organization of parking. How long are we going to think over it?" deputy Kazybek Ergeshov asked the question today at the regular session of the Bishkek City Council.
He recalled that since February 21, 2014 collection of money for the municipal parking has been terminated on the basis of the protocol instructions of the City Hall. "In January and February 2014, the budget received about 1.5 million soms. Today, organization and collecting of money for municipal parking is not regulated by the Bishkek municipality. But the economic entities, i.e. private individuals, continue to levy a fee for car parking at a rate from 20 to 50 soms per place. In this regard, the city budget annually loses an average of 14.5 million soms," the deputy said.
"At best, the economic entities, collecting charges for parking, use municipal land on lease. But in most cases the revenue from fees is the profit of an individual. For more than two years the budget has lost more than 30 million soms," Kazybek Ergeshov added.
Acting First Deputy Mayor Ernis Zarlykov admitted that there are cases when unscrupulous individuals are raising funds. "A commission on parking has been created. We will make a decision after its conclusion. Part of the parking lots was given to hotels for rent. We have a regular income from this. We do not lose the money, this kind of fee is just called differently," he noted.
