Civil society activists protest at the White House in Bishkek against permit for concurrent design and construction.
As one of the participants of the protest, the head of "Our Right" public fund Kalicha Umuraliyeva told to 24.kg news agency, the day before the Parliament considered the amendments to the Law on licensing and permitting activities. "They introduce the concept of concurrent design and construction. This gives an opportunity to build without any documents. Usually, you need to make a research, whether it is permitted to build in a certain place, prepare a draft design with all communications, to get permits and approvals, and only then build. Now they want to build at first, and then design. Can you sew a dress without patterns?! How can you build a large house without plan? We are against this bill because there is no such a notion in the whole post-Soviet space that houses were built without a plan. Amendments are lobbied by the builders. Majority of the deputies voted against the bill, but the MP-builder Tynchtyk Konushbaev demands re-voting. This procedure should take place today," she told.
"How can you violate your own rules? We are against it, and came out to express our dissatisfaction with the actions of the deputies, who are lobbying their bills and do not even feel ashamed about this, their bills are contrary to the interests of the people and the country. Konushbaev has his own construction company, I have bought an apartment in his house, but when I saw that the wall crumbles, quickly ran out of it. The newly built houses are of poor quality and there is no concurrent design and construction, and what will happen if it is permitted? Now, instead of two-storey buildings there appear 9-storey houses" Kalicha Umuraliyeva told.
"In 2014, we have put in issue the regulation on the concurrent design and construction, signed by Otorbaev (former prime minister - note of 24.kg news agency.) Document was declared void, but Sariev (another former Prime Minister), who is also the builder, again signed it 7 months later," the activist complained.
According to her, residents of houses located on Kiev, Toktonaliev Streets, Manas, Chui Avenues, Fuchik Street, 4, Tunguch, Vostok-5 micro districts and other districts of the city hold the protest. "The whole high-rise buildings are behind these people. We will demand meeting with the deputies," Kalicha Umuraliyeva summed up.
Note, some deputies were against the amendments the day before, saying that they can provoke corruption in the construction industry.
