Is capital punishment worth imposing in Kyrgyzstan?

Security Council of Kyrgyzstan plans to discuss imposing of capital punishment for especially grave crimes - the suggestion voiced by Murat Sutalinov, the Chief of the National Security Committee. He believes that Kyrgyzstan should not look back at the West and OSCE and institute death penalty. Would you support the initiative? Journalists of the news agency 24.kg turned to the Kyrgyz citizens with the question.
Temir Sariev, leader of Ak-Shumkar party:
The issue has been decided in accordance with the international conventions long ago. I think there is no sense to return to the subject. Some raise the issue as another intimidation of the authorities against their opponents. The death penalty is not a guaranty of crimes’ decline. We will get proper results only when law enforcement agencies and judiciary will strictly observe the law.
Tursunbek Akun, Ombudsman of Kyrgyzstan:
My attitude to the initiative is negative. To me it is just a lack of humanism. President and parliament deputies rightly disapprove the initiative. The suggestion of the security agencies does not meet neither international nor constitutional requirements. Experience shows that decrease in crimes does not come with capital punishment. We need to control criminality by other means. Those who suggested the initiative, in my opinion, do not know international laws.
Kanybek Osmonaliev, Director of the State Religion Agency:
In general, I support such an initiative only on condition that everything would run under the law. All investigative actions should be carried out qualitatively. Many counties return to this kind of penalty at the time, while heated debates over the issue go on in Russia.
Aziza Abdirasulova, leader of human rights organization Kylym Shamy:
Being a human rights activist I am totally against imposing of the capital punishment in Kyrgyzstan. It should remain in the past. At least 137 countries have already abandoned such penalty and I believe that there is no ground for death penalty in our country.
Marat Kazakbaev, political scientist:
I am surely against capital punishment. Kyrgyzstan has signed a number of international conventions against this kind of penalty. It is a European model and there in no serious ground to reject it, which will affect image of Kyrgyzstan at the international arena.
Abdygul Chotbaev, chairman of the Combat Brotherhood public movement:
I fully support the initiative. There are criminals who deserve capital punishment.
