Penal system should work transparently in Kyrgyzstan

“Work of penal system in Kyrgyzstan should be transparent,” Aziza Abdirasulova, a local human rights activist said Monday at public hearings on National Preventive Mechanism in Kyrgyzstan.

The rightist believes transparent penal system will contribute to the preventive mechanism’s developemtn in the republic. “Kyrgyzstan has already ratified a facultative agreement against torture and is now due to sign another draft until January 28, 2010. I believe we should wait and adopt a really effective bill,” Abdirasulova said.

“National preventive mechanism is called to protect rights of prisoners, military officers and inmates of mental hospitals who face violence. Unfortunately, in our country torture may be seen not only in correctional institutions,” she said.
