Ombudsman institute: Kyrgyz correctional system violates all international standards

Practically each of the international standards is violated in correctional system of Kyrgyzstan, experts of the Kyrgyz ombudsman’s executive staff dealing with protection of rights of penal institutions and detention centers’ inmates said.

The conclusion is based on consideration of complains and claims of the arrested suspects and accused, sentenced to imprisonment, and their relatives over 10 months of 2009. “Results of detention centers and penal colonies’ inspections showed that position of the inmates is characterized by lack of human and citizen rights’ guarantees,” specialists said.

Residents of Bishkek most frequently turn for protection of their rights (182 appeals), while residents of the Chui region appealed 75 times, Osh - 18, Naryn - 16, Issyk-Kul - 10, Jalalabad - 5, Talas - 1, Batken - 2, from abroad - 2 times. The largest number of claims is connected with activity of law enforcement agencies - 7 percent, courts - 33.7 percent, State National Security Service - 9, Public Prosecutor’s Office - 3.5, state punishment execution service - 3.5, state financial police - 0.9 percent.

“Appeals against public officers take special place among claims of citizens. In the first place they are connected with crimes against persons and violations in investigation of crimes,” the report said.
