April-2012. Echoes of the past. Part 1
09/04-2012 09:39, Bishkek – 24.kg news agency , by Makhinur NIYAZOVA
Two years have passed since the events that resulted in the overthrow of the second President of Kyrgyzstan. Thenceforth we live not in a family-clan regime, but in tribal.
Who will imprison them?
The opening of the monument near the “White House” dedicated to the tragic events happened two years ago was held exactly on the anniversary of the April Revolution. The verdict of the General Prosecutor’s Office, which timidly remarked that there were no “signs of a criminal act” of killing people in April and June 2010 “in the actions of members of the interim government of Kyrgyzstan” was issued by the Red letter day.
As the first deputy Top Prosecutor Nurlan Zheenaliyev explained, the interim government members Roza Otunbayeva, Almazbek Atambayev, Azimbek Beknazarov, Temir Sariyev, Emilbek Kaptagaev, Bolot Sher, Keneshbek Dushebaev, Omurbek Tekebayev, Ismail Isakov, Isa Omurkulov, Elmira Ibraimova, and Topchubek Turgunaliev were interrogated in order to give a legal assessment of the actions of the interim government. “Following the results of the inspection the signs of a criminal offense were not found in the actions of these persons,” Nurlan Zheenaliyev stressed.
The public was demanding the authorities to give a legal assessment of the interim government actions during last two years. However, the Prosecutor General’s Office was not hasty in conclusions. The main oversight body has been headed by three people for 24 months of new power governing. But none of them dared to voice the obvious fact - the responsibility for the deaths of people is on the organizers of those events.
I assign you as a guilty person
Meanwhile, the trial of April events of 2010 was resumed recently. Court hearings, originally accompanied by scandals and outrageous behavior of so-called heroes of the April Revolution, have been going on for half a year. But the case has still not moved beyond questioning of the victims. Some members of the interim government (Azimbek Beknazarov, Isa Omurkulov, Temir Sariyev, Emilbek Kaptagayev, Omurbek Tekebayev) and active participants of the events (Irina Karamushkina, Toktayim Umetaliyeva) were called in evidence. The court is to listen to the testimony of more than 200 witnesses, look through video and pictures, and interrogate the accused...
“About a hundred people are not able to appear in court and give evidence, representative of the victims Osunbek Zhamansariev says. - They live in the regions and can not come for questioning.
The representative of the victims unwittingly leads to the conclusion that if the victims are unable to come to the capital at their own expense, how they found themselves here on April 7, 2010? It looks like they were taken. Who? Organizers?
However, any of the victims did not expressly state that this or that defendant was shooting at him with a weapon. Meanwhile, each defendant is accused of killing 77 people and wounding 306. But immediately after the events all official reports said about more than 1, 500 thousand wounded people. Who are these others? Now it is unknown about them.
The defense has repeatedly asked the question: how is it possible that identical charges were brought against all 28 defendants? But it seems it is late to fix legal case. It remains only to send the case back for further inquiry and to determine the personal guilt of each of the defendant...
“Guests” from the past
Further inquiry - the former members of the interim government are likely fear this: now the result will be sober and not intoxicated by revolutionary fervor in the head. And who knows what new details emerge on its course.
There are a lot of questions that need answers. The most important of them is about mercenary snipers. They say about some foreigners hired by the previous country’s leadership. Human rights activist Toktayim Umetaliyeva gave evidence concerning some northern Afghans outside the Forum building. According to her, the snipers whom she saw on April 7, 2010 had a Mongolian type of face.
Immediately after the April events Azimbek Beknazarov who was is charge of the country’s law enforcement agencies said about catching of mercenary foreigners. In 2010 “bulldozer of two revolutions” blew up the information space with a message that they caught some foreign mercenary snipers. At first the matter was “about mercenary snipers” with the Latvian and Tajik citizenship. Then the number increased to 11. As a result, 15 staff members of Alpha Special Unit of the State National Security Committee and Arstan Special Unit of the State Guard Service found themselves on the prisoner’s dock. All of them are the citizens of the Kyrgyz Republic.
Defenders of accused are tired of asking question: where are those foreign snipers? And Beknazarov renounced his words as usual.
They put up a monument to them
The revolution heroes are handed out awards and medals on taxpayers’ money. They are allotted compensation from the state treasury ... The merits of them before the current regime can not be overestimated. The president for transitional period of Kyrgyzstan Roza Otunbayeva instituted a new state award for them - the Medal of the “Hero of April People’s Revolution” - a brass star.
The number of this medal possessors is more than 1 thousand people. Not only direct participants of the power overthrow were honored with medals, but also politicians, public figures and, of course, all members of the interim government.
Freedom to marauders!
Could you imagine, the robbers of the Bakiyevs’ house made such a call recently. Nurnisa Tabaldiyeva and Aisuluu Duishenkulova confessed at the press conference that they were promised “apartments, cars and land plots for plunder of the houses belonged to the Bakiyevs. And they were allegedly guided by the current Parliament members – Raikan Tologonov, Omurbek Tekebayev and Bolot Sher. As you know a robbery took place, but the promised compensation wasn’t received. Moreover, three participants - Dastan Omorov, Aldulla Yusupov and Azamat Shergaziev were detained by the police on suspicion of looting. A criminal case was filed. The trio is in the pretrial detention centre-1 of Bishkek city.
Ladies came out for their cavaliers. They participated in robbery as well. “On April 7, 2010, I dressed in men’s clothes and went to the crossroads of the capital’s Moscow and Ibraimov Streets. There I was introduced to Raikan Tologonov. Raikan told me: “Do everything that I will tell. Do not worry; they will not do anything with you”. He also reported that the head of the General Department of Internal Affaires of Bishkek Mr Maldybekov would go with us,” Aisuluu Duishenkulova said.
The women reported also that by order of Tologonov the group “pressed” the ex-head of the Kyrgyzstan’s Religious Department of Muslims Murataly azhy Zhumanov.
Recall, the Mufti was kidnapped in late April 2010, and passed away in July. According to some reports, his chronic diseases exacerbated after the kidnapping.
MPs certainly deny all the allegations against them.
Who’s new?
Today the monument to the dead in April of 2010 in Bishkek city and Aksy of 2002 was opened at the capital’s square. The monument symbolizes the overthrow of the “black” regime of former authorities and the victory of the “white” of the current.
Both experts, and the participants of the April events happened two years ago have not reached a consensus, what was the 7th of April – popular revolution or coup. “Time will give an assessment,” they say.
Time will judge who is “black” and who is “white” in a similar way.
