“Kyrgyzstan’s State service of corrections suffers from shortage of financing but there are positive results,” the project manager of Citizens against Corruption human rights center, Lira Ismailova, told a panel discussion on summing results of the second monitoring of aged persons incarceration conditions in prisons.

According to her, first monitoring contained recommendations for heads of penal colonies to divide convicts in classes. “As prison officials noted, such division eases work with convicts who also agree with this,” said Lira Ismailova.

She noted that premises in all four colonies being monitored need repair. “Only walls, cement floors and floor desks remained in many buildings. After winter problems with a roof appeared, a basic repair is needed,” Lira Ismailova added.

“Comparing with common incarceration conditions in other penal colonies conditions in women colony are a little bit better,” the project manager said.
