Kyrgyzstan was found guilty of duplication of border control. The Eurasian Economic Commission made such a decision.
It is noted that on June 30, 2015 a government resolution approved the order and form of presentation of a ticket on the passage of state control. The measure was forced. Only in such a way the taxmen could somehow control the flow of goods coming through the Kyrgyz-Kazakh border.
The EEC is sure that control in such a form prevents the free movement of goods between EEU countries and is not consistent with the agreement on EEU.
It is noted that a ticket contains the same information that the entrepreneur presents in customs declaration of goods. For example, the cost and weight of the product, name of the currency, the first two figures of the code of the commodity nomenclature of foreign economic activity, information about the shipper and consignee. At the same time, the border service officer has the right to verify compliance with specified in the coupon information with the reality. In fact, it is the customs control.
In this regard, the government of the Kyrgyz Republic was given ten days to abandon the rules and bring internal documents in compliance with the rules of the union.
"The decision is aimed at ensuring free movement of goods between EEU countries without application of such restrictive measures in mutual trade as introduction of additional administrative procedures," member of EEC Board on Internal Markets Karine Minasyan said.
