Kyrgyzstan is not going to cancel the tickets on the passage of goods across the state border.
The Ministry of Economy of the Kyrgyz Republic sent a letter to the Eurasian Economic Commission to revoke the recent decision of EEC Board.
Note, EEC Board recognized that the ticket, which is filled in by the entrepreneurs during the passage of the Kyrgyz-Kazakh border, duplicates the customs control. The supranational body considered that it creates obstacles to internal trade, and gave Kyrgyzstan ten days to cancel this norm.
The Ministry of Economy believes the claims of the colleagues are unfounded. The country has the order, approved by government decision dated June 30, 2016.
The ticket on the passage of goods across the state border does not limit the importation of goods to Kyrgyzstan from EEU countries. And the officers of the State Border Service can not inspect the goods for compliance of the information in the ticket with the real value of the goods.
It is also noted that the existing mechanism is introduced for the administration of indirect taxes and complies with the requirements of Annex №18 to EEU treaty and the requirements of the protocol on certain issues of entry and circulation of goods in the customs territory of EEU. These documents say that each of EEU countries have the right to control the movement of goods across its territory.
"Thus, the rules of the considered government decision on the approval of the ticket on the passage of state border are related exclusively to the administration of indirect taxes and operate within Kyrgyz legislation and EEU rules," the ministry believes.
