However, any doubter can become part of the tender commission or attend as an observer at the auction. But there are few willing to monitor free of charge how budget means are spent. Increasingly commissioners raise the question of payment.
According to the law on public procurement tender commission shall include at least three people: 60 percent - the public and the media representatives, 40 - employees of government agencies and experts of the procuring entity. Three members of the tender committee should be procurement specialists with certificates.

At the same time they do not cringe that, demanding money from the state, they already sell their civic position for 1000 soms.
The position of engineers causes even greater indignation. Due to lack of money they offer to raise tariffs, explaining that the energy utilities don't make both ends meet, but with interest find the money to encourage those, who voluntarily goes to the tender commission. Nobody is forced. Members of the public are involved in tenders, not for money or fame, but in order to control how the budget is spent.
