When Kyrgyzstan gained independence as a result of the Union collapse, many of its citizens have experienced euphoria, similar to that occurs in the fragile souls of teenagers who go in independent travel for the first time.
It seemed here is it - freedom, take it. In fact, freedom has come not only from the central government, but also from the money that came from Moscow. And soon the difficulties on the steep route of real statehood formation fell like stones from the mountains during the collapse. Year by year, Kyrgyzstan passed all stages of growth: sick childhood diseases, stuffed first bumps from falling, puffed up by teenage ambitions, ideals fascinated punishable to distant shores, and then experienced a bitter youth disappointment. In short, grew out of short trousers. And if it hurt someone, much was forgiven: it was too naive and charming, too sincerely wrong.
However, as the country grew, the requirements became tougher, one can't indefinitely justify all its mistakes by naive ignorance. Republic has already gone twenties. It is time to address the serious problems, the solution of which will enable the country, which has rich potential, to make a real leap forward. However, all these years some people in Kyrgyzstan are wondering about one question - whether to deprive the Russian language of official status or not. As if it is a stumbling block.
Right after Nowruz, the head of the National Commission on State Language Egemberdi Ermatov told reporters about another initiative to amend the Constitution, regarding the status of the language. Scientists are not confused by the fact that at the present time there is a moratorium on changes to the Basic Law in the Kyrgyz Republic till 2020.
It turned out that this idea has been repeated on the scientific and practical conference on the development of state language. Punditry instead developing affordable methods of teaching the state language, introduce innovative teaching methods to prepare manuals for practical work at all levels of the education system (starting from kindergarten to high school), that is, to do that all sane people assert for the third decade, pull the old mossy idea and give it as a result of work. In this Egemberdi Ermatov explained to journalists the reason for the need to make such changes in language policy. "Such a rule is only in our country. We have to develop our own language. This requires a legislative initiative on the part of Parliament. Today, many state agencies don't keep paperwork in Kyrgyz, referring to the rate that the Russian - the official language. Each week, we check them according to our plan. It should be noted that some ministries have already been transferred to the workflow state language - Ministry of Emergency Situations, Ministry of Internal Affairs, Ministry of Culture," Egemberdi Ermatov said.

It was said a hundred times: instead of doing concrete work on the development of the state language, scientists (!) offer to ban the official one. They, being linguists, should be aware that the language - alive phenomenon, beyond any prohibitions and regulations. It is a tool of communication. And those who possess this instrument will never refuse to use it. It is too good and versatile.
The head of the state commission has admitted that earlier "previously, we twice adopted the national program for the development of the Kyrgyz language, but they didn't work, as there was no finance." "Now the situation is different, - he said, - within the allocated 243 million soms, books for kindergartens, schools, universities and government agencies in state language will be issued." One can only rejoice: the case is getting moving, funding is opened.
And the head of the state commission really informed that the test on the Kyrgyz language is developed. Since 2016 all state and municipal employees will pass it. This will positively affect the development of the state language.
Well, that's great - there are changes! Began to work with employees. Small steps, step by step, but still. However, there is no end of work: the situation in schools is still the same. Parents of pupils still say to us that children don't like Kyrgyz lessons, as it is taught uninteresting. So it is necessary to focus efforts here. However, according to the statement, scientists think other way.
Or is it not scientists to think so? Experience shows that this topic as usual is being raised on the eve of elections. And it is done with admirable tenacity to whet the fuse of discontent in the midst of the electorate, many years deprived of decent work and earnings, inspire it to its side and a drink from the bitter cup, and then sit for a few more years and do nothing for the development of the state language.
