There is something wrong with the law enforcement and penitentiary system of Kyrgyzstan. Recent events do not allow drawing a different conclusion.
The former head of the prison-50 Imankul Teltaev hanged himself in a jail cell. The State Penitentiary Service reported that he did it with the help of a bedsheet. "Teltaev was kept in individual cell. We do not know why he did it, perhaps, he freaked out. There are reports that four years ago he had attempted suicide when he was fired for the first time," SPS added.
Teltaev turned out to be in jail after the escape of nine dangerous criminals from the remand prison №50. The head of SPS Alik Mamyrkulov dismissed him from the post of the head of the detention center without prosecution. However, a month later, on November 13, 2015, he was detained and placed in a detention center.
Recall, the escape occurred on October 12, 2015. The next day, the chief of the Main Operational Regime Department of SPS Salamat Abdiev reported that this institution was left without electricity for more than a half an hour. Nobody of the colony employees knew about the escape. Failure of surveillance cameras was explained by the lack of power supply. They did not work the last two weeks for technical reasons. And the power generators in jail are intended for illumination of premises.
Later on, the SPS officer Salamat Abdiev told reporters that in September the National Security Committee warned of possible escape from prison.
That is the leadership of the penitentiary system was warned about possible emergency situation in advance. It turns out that none thought it was necessary to heed the warning. The escape occurred.
The Chief of the Main Operational Regime Department of SPS also told the press about the possible involvement of penitentiary officers in the escape. According to preliminary data, the criminals, who went into hiding, did not get the arms of the prison-50 staff. The whole escape took them 20 minutes. Nine prisoners, placed in different cells, operated smoothly and quickly. How is this possible? It turned out that it is so. They also killed three employees of the isolation ward, and even had time to carry the bodies of the killed over into the room for walking.
For several days the whole republic tensely watched how the security forces caught criminals scattered all over the Chui valley. The Interior Minister Melis Turganbaev personally headed the special operation to capture the fugitives.
This emergency incident demonstrates an unhealthy climate as in the SPS so in the Interior Ministry. The people saw low professional level of the prison system and the law enforcement agencies. We have not even speak about the moral component.
Despite the scandalous incident with the mass escape, the death of his subordinates, the head of the SPS Alik Mamyrkulov continues to take his post with no intention to resign. The Prime Minister Temir Sariev, apparently, also does not see anything emergency in this spooky story.
The Interior Minister, whose subordinates staged an outright slaughter, feels himself quite confident too. According to the management of the service, the dangerous criminals have been liquidated. Nobody argues. But nobody has right to substitute the law and the court. The escapees, though representing a danger to society, had the right to be heard. Let me remind you, Azamat Musuraliev was not declared a criminal by the court. He had been shot by SWAT officers in the back.
Will an investigation into these facts be impartial and honest? I doubt it.
But the question should be raised more widely. One thing is clear: selection of personnel in the Ministry of Internal Affairs and SPS is only formal. Their professional skills are doubtful. And to be honest, it is at a low level. The tacit disregard for both internal instructions and regulations, so for the laws in the two systems is the norm for some time.
Human rights activist Toktaiym Umetalieva believes that the deputies of the Parliament must hold a parliamentary inquiry into the events that led to the escape and followed him. We are waiting for the decision of the deputies.
It is well known: more and more often people show contempt to the officers of the law enforcement system. According to some opinion polls, the Ministry of Interior tops anti-ratings in its unpopularity and corruption. Maybe, it is because of the rotting system but not of the bad society?
