The Commission of the Parliament on verification of $ 37 million, spent on the construction of the Upper Naryn HPP cascade, detected 2-3 times construction materials overpricing. MP Almambet Shykmamatov (Ata Meken) announced today at its first meeting.
He noted that at first the Commission took as a basis the data posted on the official website of the organization which built the Upper Naryn HPP cascade. "If you count that is posted there, it turns out that it has spent about $ 7 million," Almambet Shykmamatov said.
In particular, according to the deputy, the Chui Ecological Laboratory estimated the impact of the HPP cascade on the environment at a cost of $ 249,000, or 13.45 million soms.
Purchase commission was allocated $ 47,000, or 2 million soms for the purchase of promotion materials. "I do not understand why it was necessary to promote the hydroelectric power stations," Almambet Shykmamatov added.
As for the prices of equipment, he told that there have been bought two large tanks for concrete-processing facilities of 200 cubic meters per hour for about $ 100,000. "However, such tanks cost about $ 50, 000," the head of the commission said. The cost of equipment for diesel substation of $ 900,000, according to estimates of the deputies, is three times overpriced.
Almambet Shykmamatov recalled that these was the data for 2014 and the deputies should ask the company for the information for 2012, 2013 and 2015. "But, according to preliminary data, it is evident that the equipment cost is 2-3 times higher than the selling price of the manufacturers," Almambet Shykmamatov summed up.
The commission under his leadership included such deputies as Jyldyz Musabekova, Meerbek Miskenbaev, Tilektesh Isaev (Social Democratic Party), members of Respublika - Ata Jurt faction Ruslan Kazakbaev, Zhyrgalbek Turuskulov and Kaldarbek Baimuratov as well as Tynchtykbek Konushbaev and Talaybek Masabirov (Kyrgyzstan), Iskhak Masaliev (Onuguu- Progress) and Cholpon Dzhakupova (Bir Bol).
