Kyrgyzstan's Parliament has legalized fines for parking violations and the evacuation of a car in the absence of the owner. The Parliament adopted the corresponding amendments to the Administrative Liability Code today in the third reading, and they will come into force if signed by the President.
Earlier on, the Deputy Minister of Internal Affairs Kursan Asanov said that the fine for illegal parking will be 1,000 soms. "But if a driver is absent, the car will be evacuated, and in addition to a fine of 1,000 soms, he will have to pay another 1,300 soms to evacuation service," Kursan Asanov said.
The Interior Ministry is simultaneously considering the construction of municipal parking lots. As the Deputy Chairman of the Road Patrol Service of the Interior Ministry Imanaly Sarkulov explained, an hour of parking will cost 30 soms, the next two hours - 90 soms, and parking for more than three hours will be considered as a day charge, but it will not exceed 100 soms.
By the way, earlier on Imanaly Sarkulov promised that the forced evacuation of cars will be carried out only under "Vehicle carrier" sign. The Road Patrol Service plans to install such signs in the problem areas and on roads with low bandwidth traffic and pedestrian flows.
The second innovation will be the sign "Video surveillance", which is to inform the citizens about video recording of administrative violations which is carried out automatically by the special technical means.
