Economy-class apartments within "Affordable Housing" program will be built not only in 7 regions of Kyrgyzstan, but also in Bishkek. This was announced today at a meeting of Kyrgyzstan faction, where the state mortgage terms were discussed.
As the head of the State Mortgage Company Baktygul Zheenbaeva said, there was announced a tender for the construction of housing in the seven regions of the Kyrgyz Republic, financed by the Russian-Kyrgyz Development Fund. "We have started negotiations with the management of the Fund also on the construction of flats in Bishkek, but due to leadership reshuffling, the process has stopped," she added, saying that the work in this direction would be continued.
However, the deputies noticed that the SMC could build housing by itself, without the services of a fund or bank. "It turns out that you simply redeem it, and the operating costs only amount to at least 5 percent. And if even city halls or heads of the local government bodies, where you intend to build it, go to meet you halfway - allocate land on concessional terms, organize a free connection of communications, I think, the cost per square meter of housing would be $ 300, or even less," Salaydin Aydarov announced his calculations.
Other MPs cited the international experience, when construction companies were exempt from taxes in exchange for handing over some of the apartments to the state. "If we exempt our companies from certain taxes and oblige them with the transfer of at least 10 percent of housing, it is about 70 apartments, to the balance of the city, it will be very profitable. Because the short-received taxes will amount to the cost of 10 apartments, but not more, the benefit is obvious," the deputy Almazbek Baatyrbekov said.
His colleague Dastanbek Dzhumabekov offered SMC to study the experience of Turkey, which issues interest-free loans, actually just in installments, and not for 10 but for 20 and more years.
