Ata Meken party, seems, may lose the main trump card in the upcoming fight in the parliamentary elections. Parliament is inclined to approve amendments to the Water Code proposed by the government that will close the political battles over budget-fields. However, socialists still hope to reverse the situation, trying to appeal to the public.
On June 23, when it became clear that the majority of deputies will agree with the opinion of the government, regarding the future of Kumtor, a new sensation exploded the information space of the republic. It was Omurbek Tekebayev, speaking at a press conference. Although, in his words, his meeting with the media is not connected with the beginning of the election campaign, but the aftertaste is this: socialists frantically pick on Kumtor, seeking to turn the debate about the development of the field into a new round of political confrontation. Now Ata Meken seems, to make the president and his associates its opponent. The speech of Omurbek Tekebayev can't be interpreted in other way.
"Dzhoomart Otorbaev resigned as prime minister because of the attempt to shift the president of the Canadian gold mining company Centerra Gold Ian Atkinson from a post, -the parliamentarian said. - The company has its own powerful men at the top. Changes in the Water Code contradict the interests of the country, that such wasn't accepted even in times of Akayev and Bakiyev."
It is difficult to guess whether vulnerable Almazbek Atambaev will respond such a comparison. In recent months the president has plunged in geopolitics and prefers to play the role of arbitrator in Kyrgyzstan. Moreover, according to Omurbek Tekebayev, not only the top political leadership is connected with Centerra, but also the executive branch. More precisely, the coalition government, which was elected - as the Socialists apparently forgot - by the ruling parliamentary majority, which includes Ata Meken. But in light of the upcoming elections who will think about it?
Enemy is found
"Now, when the company has a free hand, it offers blasphemous conditions for solving their issues, - the socialist leader frightened journalists. - For example, the government amends the Water Code, permitting to conduct mining near glaciers. Thus, at the legislative level the company is entitled to destruction of five glaciers free of charge, and it may avoid criminal liability for violations at signing of the project agreements. In addition, there won't be claims against the company for environmental violations. These provisions are contrary to interests of the country. But despite this, the government is lobbying such changes, leaning to blackmail of the company. Our faction assesses such actions as criminal. I believe that members of the government go to this step not for free, there may be corruption at the highest."
It is unknown how Temir Sariev, heading, in the opinion of Omurbek Tekebayev, the corrupt government, will consider the words of the comrade of April revolution. But the leader of Ata Meken faction did his best to drive a wedge between them. "Back in 2012, when he was the Minister of Economy, Temir Sariev said that the company is damaging the environment, - the parliamentarian stated. - But then the government had no methodology for assessing impact on the environment. Three years have passed since that time, but there is still no technique, the cabinet is not going to develop it, because it sold itself to the company."
But perhaps they will not have to wait for scandalous proceedings between the former colleagues. Parliamentarians are not liable for their words - not as gentlemen, of course, but by the law. Especially the government has s good grip of the reason why the dirt was slung at it. And Omurbek Tekebayev himself doesn't hide this. The purpose of scandal - to prevent the adoption of amendments to the Water Code, as the socialist said. Otherwise, what Ata Meken will have in the elections? After all, the parties have no other special achievements. And if there is nothing to brag about, it is the everlasting political means - to identify the enemy.
Everyone has own Rubicon
"If the Parliament supports amendments to the Water Code, then we can not make demands to Centerra for destruction of glaciers, and the company will escape liability for breach of environment, - Omurbek Tekebayev says. - Approximate damage will amount to about $5 billion. But, despite this, members of the government try to persuade deputies to support the amendments to the Water Code. Legislators, in turn, are ready to cooperate in order to have good relations with the Cabinet in future. Term of office of the deputies soon expires and they will be nobody, so they do not want to spoil relations with the government."
There would be just right if the parliament takes offense at all socialists. In the words of Omurbek Tekebayev, it turns out that only he and his associates grieve about his country, and the rest, if they worry about anything, then something else. And may be they don't even grieve at all, but sell themselves, as the government. Apparently, there is a moment of truth, after which it is not scary to cross the Rubicon. It is in fact clear that no matter how Ata Meken speaks about the environment with patriotism, it is not about that. Here are Freudian slips. Politicians break friendly and allied relations with each other when entering into a serious fight. In Kyrgyzstan only elections can be a serious struggle for foreseeable future. Then who needs to maintain friendly relations with direct competitors?
