Kyrgyzstan State National Security Committee admits wrongful decision to put dead traffic policeman into custody

The State National Security Committee of Kyrgyzstan (GKNB) admits that the chief of their pretrial detention center (PDC) took wrongful decision on putting the traffic policeman into PDC who died there. The Deputy Chief of GKNB Aman Mambetseitov said today at the session of Ata-Zhurt parliamentary faction.

Thus, he commented on the statement of MP Kurmanbek Osomonov who said that in accordance with the soviet provision law enforcement officers and other security agencies mustn’t be held in PDC of GKNB.

According Aman Mambetseitov, they have the regulations on keeping in PDC. “According to the document, chiefs of law enforcement agencies have to submit written application to the chief of PDS of GKNB. In case with the traffic policeman Aibek Eshbaev we didn’t get the application. The chief of PDC decided at will to put him in PDC,” he said.

As the military judge Marat Eshperov noted, the official investigation revealed negligence of PDC officers. “The chief of PDC is fired,” he added.

Recall, the traffic policeman Aibek Eshbaev was detained on suspicion of bribery. Later he died in the pretrial detention center of GKNB. He hung himself in a ward.
