Whom of the acting statesmen would you replace or dismiss?

The Bull Year implying a hard work, obviously, has come just at once. At least our authorities followed the hard-working persuasions immediately and with a burst of activity.

The first working day of 2009 was marked with a resounding resignation and no less resounding consequences. And so on…..

The news agency “24.kg” turned to authorities as well as to common people with the question: Whom of the acting statesmen would you replace or dismiss?

 

Anash Seitkaziev, Member of Parliament, Communist fraction:

 

“The Minister of Foreign Affairs was dismissed without us (this post was offered to the Presidential ex-chief-of-staff Medet Sadyrkulov). I would dismiss the State Property Committee’s leader (Tursun Turdumambetov). Somebody else? The Transportation Department’s Minister, they are all corrupt. And Davydov also (The Industry, Energy and Fuel Resources’ Minister of the KR) should be replaced by someone young and active. In the sphere of policing exists a question, but it will be considered one of these days. You will see everything yourself in January-February.”

 

Marat Alapaev, the Kyrgyz National Bank’s Chairman:

 

“I cannot... If you read the National Bank’s code, you will see, that we are not allowed to deal with politics. The National Bank is beyond politics. And it must be out to work in people’s behalf, not the definite groups or definite parties. The bank employees should not be members of any party and are not allowed to make any political statements.” 

 

Alexander Katsev, the Chief of Journalists’ Department, the Professor of Kyrgyz-Russian Slavic University:

 

“I do not know. You see, I look at the government and it reminds me of Krylov’s fable Quartet. There is only one competent person - Ednan Karabaev (Ex-minister of Foreign Affairs), and the rest is “Quartet”. But it is only my personal opinion”.

 

Isa Omurkulov, Member of Paliament, the Kyrgyz Social-Democratic party fraction:

 

“And what was changed? Absolutely nothing. The replacement of some departments’ leaders or local state administrations’ chiefs will bring nothing, till we will not fundamentally change the state administration’s system and will not carry out the reforms to build the authorities’ counter- balance. Now everything depends on one person’s will… As it was told, the summands’ move will not change the sum… Our government structure is too heavy, many-staged and there is too much bureaucracy in the solving of elementary questions. I speak only about economy, everything is separate - the Finance Ministry leads its own life and the Ministry of Economic Development and Trade badly fulfils its functions.”

 

Aziza Abdirasulova, the Chief of the Human Rights Protection Centre Kylym Shamy:

 

“Whom would I replace? I can hardly replace somebody, but I would dismiss Daniyar Usenov. Simply would ask him to mind his own business and wish him good luck. And it would be awesome if he takes his friend with him not to irritate people… That is all.

 

 Begaly Nargozuev, Member of Parliament from the National Ak Jol party’s fraction:

 

“I spoke for a long time at the parliament of the badly organized transportation system. We need to make fundamental decisions, especially in air transport services.  At the Civil Aviation department only one person was replaced, but it will bring nothing. We need to change all the staff, while all corrupt officials are still working, and I am not afraid of telling it in public.

Whom I would also dismiss with pleasure? I often abruptly speak about Kyrgyz Border Services, where the corruption prospers. Every frontier post takes bribes, but all my information about it is followed by replies of unconfirmed facts. The officers will surely deny everything when investigation is ongoing. That is why I think, that the dismissing of the Kyrgyz Boarder Services’ Chief will be in country’s favor.

 

Besides, we need to dismiss the State Registration Department’s Chief, where a certain system is practiced: every signature costs a definite sum of money. Final documents are out of business and are waiting for somebody’s sop.”

   

Nurlan Abdykadyrov, Theater and Cinema Director:

 

“As it is generally known, the summands’ move will not change the sum, we need full reconstruction of administration’s institute. The state secretaries, for example, did not demonstrate their value, they bring only controversies. The minister’s post can be taken by a person never working in this sphere, but his deputies have to be specialists. Besides, they should promote party’s policy, put its programs, socially important projects into practice, but we have only disorder and loafing. I think that we have the leader- Bakiev and he should be occupied with it even if the end of the world will occur-he should be charged with it.”

 

Muhabbat Asanova, a pensioner:

 

“Frankly speaking, I would like to replace our head of the government Chudinov with the Russian one – Putin, and all our ministers with the Russian ones. But it is as in Krylov’s fable by us- no matter what place will the people take, all of them are not competent in the sphere. Even our Japarov, though he makes a favorable impression I would replace with Nabiulina.”
