Who of the government officials should be dismissed first?

A large-scale administration reform, long-promised by the president of Kyrgyzstan is coming forth and all are looking forward to its results and changes. The news agency 24.kg turned to the members of Kyrgyz parliament asking to estimate activity of governmental institutions.

 

Anash Seitkaziev, Communist Fraction:  

 

First of all, I would dismiss Tursun Turdumambetov, chief of the State Property Committee, who stands for sale of all state objects. Beishenbek Abdyrasakov, a member of parliament once called his colleague, Irina Karamushkina, a public enemy. I would say: not Karamushkina but Turdumambetov is a ¹1 enemy of the Kyrgyz people. And his latest initiative on repealing the Kambarata hydro-power plants' bill is the best proof.

 

Secondly, I would remove Saparbek Balkibekov from leadership of the Electric Stations Company for ruining the energy system. This sector can bring profit under competent administration.

 

Gulnara Derbisheva, Ak Zhol Fraction:

 

I would dismiss leadership of the Kyrgyzgas Company for inefficient management. How someone could allow gas losses in Kyrgyzstan to hit 52 million cubic meters? It is inadmissible! Besides, the gas payments' collection system is poorly organized at the department.

 

Dinara Moldosheva, Ak Zhol Fraction:

 

I would generally estimate the work of the Kyrgyz government in 2009 as good in spite of energy and economic crisis. Therewith there are some shortcomings in the activity of ministries and departments. I would like to mention Transport and Communications Ministry. I think, we need to tighten control over its activity as roads in the republic are quite bad nowadays.

 

Work of the Health Care Ministry rouses a lot of censures, especially after several maternal death cases. The ministry tries to carry out reforms but it is not enough as it needs cardinal measures for the situation improvement.

 

Ainur Kenjebaeva, Ak Zhol Fraction:

 

I think, work of the Agriculture, Water and Processing Industry Ministry, especially of one of its branches - veterinary department, needs fundamental changes. For the past 10 years it has changed 12 director generals. Most of the department's employees are non-professional and we should lay emphasis on young, skilled personnel.

 

Almazbek Karimov, Ak Zhol Fraction:

 

I have claims to the Kyrgyz Education and Science Ministry. I believe that we have low level of students' knowledge, a brain-drain of teachers and lack of educational materials because of improper work of the ministry's leadership. Besides, the ministry does not work on improvement of the educational model which is more suitable to the present day realias.

 

Guljamal Sultanalieva, Communist Fraction:

 

In my opinion, leadership of the Labor and Social Development Ministry should be dismissed first. It seems to me that it does nothing but issue grants. Working people are derogated from their social rights, which claims much attention of the ministry. I think it is the only ministry which continues to follow the Soviet work system.

 

Damira Niyazalieva, Social-Democrats Fraction:

 

Being a member of the Migration, Labor, Social Policy and Health Care Committees of Parliament, I am highly concerned about health issues. That is why I have a lot of claims to the Health Care Ministry. It needs fundamental reforms, otherwise we will never solve urgent problems. If the minister is ready for reforms, he should stay in office if not - dismiss him.
