Does Kyrgyzstan need the executive branch unable to save personal millions aside from budget ones?
The State Personnel Department has manifested results of the declaration campaign – 2011 (the Law obliges the Department to look into a pocket of high ranking officials). The country shed tears getting to know that its Prime Minister is scrambling along in the world.
Prime Minister Omurbek Babanov earned only KGS 879 thousand in 2011, i.e. around $18 thousand. He has nothing: either movables or immovables. Meanwhile his close relatives earned much more – KGS 12 million 52.2. They also possess a flat worth 15 millions 882 thousand, they have “other kinds of movables (giving as a gift) worth 3 million 695.7 thousand, 9 million 336.8 thousand and 1 million 709.1 thousand soms”…
The public was fairly filled with indignation. The official, who told the public the mother dowered him $20 millions, was literally reduced to penury for a year.
Recall, on May 25, 2011 the former Prosecutor General Kubatbek Baibolov submitted to the Parliament results of probe into accusations against the then First vice Prime Minister Omurbek Babanov.
Several years before (in 2007) a tranche of $20 millions was transferred from offshore for Omurbek Babanov. However, the current Prime Minister didn’t specify this huge amount of money even in previous declaration campaigns.
According to MP Omurbek Abdyrakhmanov, Omurbek Babanov hasn’t had any good property since 2004. Recall, his earnings made up approximately $35 thousand in 2010; besides he possessed a flat worth $12 thousand and a car worth $7 thousand.
As for $20 millions, Omurbek Babanov said that this was money of his mother “which was borrowed by an offshore company and then the company repaid money by transferring them to his personal account”.
Omurbek Babanov said he bought stocks of Kyrgyzstan Bank for this money.
It turns out that revenue of Prime Minister decreased twice in 2011 in comparison with 2010. He has nor a personal car, nor a roof over his head. So, Omurbek Babanov is unable to dispose of money and multiply them as other prosperous businessmen do. Meanwhile Omurbek Babanov told journalists many times that he is very successful businessman emphasizing that such competent top managers must govern the country.
Well, the last declaration campaign explains many things. Particularly why we live so badly and that economy of the republic will breathe last.
Premier’s loud but empty statements about budget surplus become clear too. A person unable to save his own savings will surely fail to save public ones. To consider cash balance as revenue is an acme of deskbound cynicism.
Otherwise how can we call obviously “corrected” personal information in a personal declaration of Prime Minister of the country? Just let look in a recent interview of Omurbek Babanov.
“It is time to take decisions and take responsibility. When I engaged in business I was often asked: you are a rich man, why do you need politics? You know, I cannot remain living this way as we live now! I don’t want my children say: you were rich, powerful, so why you did nothing when the country fell to pieces? A successful man brings success… I love horses to distraction… I have another hobby. I have begun to collect paintings of Kyrgyz artists”…
Indigent head of the Government is able to afford one of most expensive hobbies – breeding of horses. And one more – not less expensive – collecting of paintings.
…So, here is one of government officials of the country who doesn’t shun slyness. And this is so sad.
