Kyrgyzstan has seen five different convocations of the Parliament over 25 years of independence. After the collapse of the Union, the 12th convocation of the Supreme Soviet of People's Deputies of KirgSSR was transformed into the supreme legislative body of already an independent and non-Soviet Kyrgyz Republic.
It does not have a counting number and is popularly called a "legendary." Exactly its members in 1993 adopted the Constitution, the national currency and the national symbols (flag, anthem and the national emblem - note of 24.kg news agency).
Time passed by, the number of deputies grew more and more, their qualitative composition has changed beyond recognition. The initiatives put forward by the people's deputies amaze more and more by a flight of fancy. MPs are regularly included in "anti tops" because of their stupid, useless, ridiculous or populist ideas.

The first one
Deputies of the first convocation did not squander their talents on trifles, did not hold discussions about anything. They worked productively in contrast to the subsequent legislators.
They, for example, adopted a resolution on the accession of the Kyrgyz Republic to the Convention Relating to the Status of Refugees. Thanks to the members of 1995 convocation, Kyrgyzstan joined the Regional Convention on the Recognition of Studies, Diplomas of Higher Education and Degrees in Asia and the Pacific. The Criminal and Criminal Procedure Codes were approved, which, with some changes, are in force till the present day.
People's representatives of the second convocation also preferred to work in the right direction. They have carried out a competent investigation of the events in Aksy, created the Institute of Ombudsman.
Stand by your words
Members of the third convocation, dissolved three years before the expiry of the term of office, did not show such productivity as their predecessors.
But they beat all the records in the adoption of two opposing each other Constitutions with a month-long break.
Deputies of the third convocation finally ruined the relationship with the Canadian investors because of the long-suffering Kumtor. And Omurbek Tekebayev, who was a parliamentary speaker, called the then president Kurmanbek Bakiyev a dog and offered to hang himself.
Something to have a hand in
The fourth convocation of the Parliament turned out to be creative. The deputies for two days discussed where a flag pattern could be used and offered to punish by a fine of up to 100 calculated indices the drivers, who stick the state symbol attribute on the state numbers of their cars.
The servants of the people spent about a week on the debate over a place to put a hand on when the state anthem is being played. It was originally planned to put it over heart. But the heart, as the practice has shown, was in the area of the stomach or even lower.
The whole plenary session of Parliament was spent on discussion of the horse of Manas issue. They did not like that the hero of the epic on the monument, installed in front of the Philharmonic Hall, sits on a ... mare. And he must, according to the laws, sit on a male horse.
From "Kyrgyz el" to kiss
But representatives of the fifth convocation surpassed all. There were proposals to introduce in prisons something like "Manas studies" subject to increase awareness of prisoners, to rename Kyrgyzstan into Republic Kyrgyz or, alternatively, into the Republic of Kyrgyz El.
After long controversy and heated debates, exchange of caustic remarks with media experts, parliamentarians after all supported the initiative on the false report. Now it is punished by 5 years in prison.
Representatives of sexual minorities also fell out graces with the MPs. The deputies passed the law against same-sex love propaganda. They also wanted to rename NGO members into the "foreign agents."
There were ideas to return from the depths of the centuries the Institute of corporal punishment. And also to ban videos scenes with kisses.
Ask you in swear words
Journalists and experts hoped in vain that the members of the sixth convocation would not raise useless initiatives.
The MPs adopted a law banning foul language in public places. It was suggested to fine the swearing by a fine in the amount of 15 calculated rates or public works for 8 hours, or by administrative arrest for five days.
Deputies also wagged their finger at the executive authorities' officials, who adore taking gifts, endorsing the relevant document no longer allowing state officials to get gifts.
People's representatives spoke in favor of the regulation of traditions, celebrations and ceremonies. Namely - for the limitation of number of guests at weddings and celebrations of up to 100-150 people.
The elected people's representatives did not pass the journalists by, offering to prohibit foreigners to become the founders of the media with more than 20 percent participation share.
Then they disputed over allowing nikah without official certificate of registration of a marriage.
The current convocation did not want to abandon the parliamentary privileges, fending off by the fact that we have a parliamentary republic and "the people should respect the deputies."
But Omurbek Tekebayev and his associates took the first place in "surprise people" ranking for the bill on the so-called "golden square". The Socialists decided to ennoble the appearance of the capital, seizing "disfiguring the face of the capital" housing from the owners.

Instead of an epilogue
The coming year of the rooster may be the last in the history of the sixth convocation. After changing the Constitution, this convocation may be declared illegitimate, and it means that in February-March the country is to hold early elections.
Only the voters will decide what will be the next one - seventh convocation of the main legislative body of the country.
