The deputies of the Parliament recommend the Ministry of Justice to consider the elimination of the State Personnel Service and the Institute of State Secretaries, Azamat Arapbaev said today at a meeting of the committee on economic and fiscal policy.
According to him, for five years Kyrgyzstan has adopted more than 1,600 different laws. However, he is sure that the Justice Department should address not only this, but also the analysis of the efficiency of the ministries and departments.
"We must pay attention to the elimination of unnecessary departments. For example, State Personnel Service and Institute of State Secretaries. What is its purpose? Unqualified staff is hired all the time. It became even worse," the parliamentarian said.
Deputy Akylbek Zhaparov noted that the government violates the enactment of laws. According to the established order, after the adoption of law the Cabinet must bring its regulations into line, but it doesn't.
"The government has initiated the majority of the laws, but doesn't comply with the rules. And the deputies don't bother at all. This leads to the fact that we have a lot of conflicting and useless laws. Plan of legislative works is not coordinated with the Parliament, terms of its work are not considered. Parliament operates from September 1 to July 1, but the plan of legislative work is being adopted for a year," Akylbek Zhaparov said.
