Top officials are involved in corruption schemes in supply of coal to Bishkek Heating and Power Plant. Expert Rasul Umbetaliev announced today at a press conference in 24.kg news agency.
According to him, supply of coal to heating and power station in Bishkek is constantly accompanied by scandals and corruption schemes. "Mafia is immortal. Corruption is invincible. Top officials are involved in this. Assuming the office, the President Almazbek Atambayev has made an emphasis on the fight against corruption. When agreeing to participate in the tender, I put a condition that my dissenting opinion should be taken into account. The commission included two deputies of Parliament- Kulbarakov and Sultanov. There is a conflict of interest, since they have coal deposits. But Electric Stations JSC management stated that they did not own the business," Rasul Umbetaliev said.
He added that the commission consisted mainly of officers of the heating plant and Electric Stations company. "The procuring entity has set lower requirements to the local coal and did not agree with the arguments of experts that calorie of the coal should not be less than 4,200 kcal. Documents were forged in purchase of Kazakh coal. It should be noted that one of the qualification requirements is the presence of at least two contracts for 60 million soms. But the sum of the purchase exceeds 1.8 billion soms. Rassvet Company supplied the fuel last year for 60 million soms. Collusion with the procuring entity is quite possible," Rasul Umbetaliev said.
Imported coal to Bishkek plant is supplied by Rassvet Company LLC. According to the Ministry of Justice, the founder is Bolot Abirov, its head - Nuradil Tashiev. The company is engaged in wholesale of coal and lignite (brown coal). In 2015, LLC provided Bishkek HPP with fuel. Local coal is supplied by companies of the deputies, members of Kyrgyzkomur SE consortium.
