The deputies of the Parliament of Kyrgyzstan adopted in the third reading amendments to the law on psychiatric care and guarantees of citizens' rights in its provision.
The amendments relate to the procedure and terms of appealing against the actions of health care workers in the provision of mental health care. In particular, decisions, actions (inaction) of physicians and specialists, social security and education workers, medical commissions, infringing the rights and legitimate interests of citizens in the provision of psychiatric care, can be appealed.
The complaint may be filed by a person, whose rights have been violated, or his legal representative, as well as the organization, which was granted the right to defend him. The claim shall be filed within 30 working days.
The norm that a citizen, whose rights have been violated, if his mental state allows, is obliged to participate in the consideration of the complaint was declared invalid.
